Bloomberg anchor: Do you agree that some form of reform, in the trade terms of the US and China is necessary, because we have a lot people, Democrats and Republicans, in Washington, we have lots of businesses say, you know that, with respect to intellectual property protection, with respect to reciprocal rights in terms of access to market, something needs to be done, because we are in fact being taken advantage of. Do you disagree with that?
Sachs: I think that is basically outdated and outmoded. China has grown beyond that. China is a technology superpower. That’s actually driving this, not so much that they are stealing, but they are getting ahead. In artificial intelligence, in expert systems, in use of 5G. The attack on Huawei and others is not that they are stealing. The attack is “oh my god, they are getting ahead!” because we were sleeping at the switch. When we have been investing in the infrastructures in the last ten years? We have done nothing! No infrastructure investment, no modernization in major sectors. So what’s really driving this, in foreign policy terms, is the fear that China is moving ahead, not they are stealing from us.
Every week I read the leading scientific journals, China is publishing like crazy. They are not stealing from us. They are in a very advanced stage. New chips, new applications of AI, new supercomputers. Well, one could say “Wow! They have really done a good job of making massive investments”, and we should be doing the same thing basically, and we should be cooperating with China on addressing problems like climate changes, renewable energy systems, new forms of transport without carbon emission. But instead, we are trying to divide the world. It won’t work. This is not the cold war of old. China is not going to bend to Trump’s will. This is absolutely clear.
